2Chr. 16:9 “For the eyes of the LORD move to and fro throughout the earth that He may strongly support those whose heart is completely His. You have acted foolishly in this. Indeed, from now on you will surely have wars.”
Deut. 27:5-6 “Moreover, you shall build there an altar to the LORD your God, an altar of stones; you shall not wield an iron tool on them.
“You shall build the altar of the LORD your God of uncut (whole) stones, and you shall offer on it burnt offerings to the LORD your God;”

Here are a couple of verses that give us insight as to how we can position ourselves for the power of God to flow through our lives. As a matter of fact, 2 Chronicles 16:9, tells us that the eyes of God are searching to and fro throughout the whole earth looking for someone through whom He can display His power. He says that anyone who has a heart that is “completely” His, qualifies.
The question then is what is a heart that is completely His. The Hebrew word “complete” means “whole”, or “intact.” It also carries the idea to “repay.” In other words, to give somebody back everything that belongs to them that you possess.
God made us for himself, and in the New Testament we are told that we have been bought with a price through the blood of Jesus. The Lord is asking for us to give back to Him all of our hearts, since they already belong to Him. In the Deuteronomy passage the word “uncut” is the same word “completely” that is used in the 2 Chronicles verse. He wants our whole hearts to be an altar, where the burnt offering of a “sacrificed life” is offered to Him daily. It is interesting that He says the stones must not be stones that were not cut by men with iron instruments. In other words He is not looking for some kind of surrender that is a human promising they will work hard to do better. How many times have we done that? Instead He is looking for whole hearts and lives, weaknesses and all, surrendered to Him. He doesn’t want or need more promises of human best effort. He wants “whole stones” just as they are, and then He will supply the strength, and power to live a life for God.
